Zur Internetpolitik findet sich etwa folgende Aussage: "While the government has pursued a successful "soft power" strategy online, the government also has countenanced "hardball" tactics to monitor and restrain activity on the Internet that it does not control. President Putin has authorized a variety of steps to enhance the government’s ability to monitor electronic communications and ensure that, in Putin’s words, information technologies are used "with particular responsibility."
